
Since the 19th National Congress of the Communist Party of China as a milestone, the Chinese economy has developed from a speed-centered stage to a quality-orientated stage, and the country has called on accelerating advanced manufacturing industry, transforming/upgrading industries, and incubating numbers of world-class manufacturing clusters.
In July 2017, President Xi Jinping and German Chancellor Angela Merkel made a talk and jointly encouraged German enterprises to take an active part in the construction of "the Belt and Road". In May 2018, President Xi Jinping and Premier Li Keqiang met again with Chancellor Angela Merkel who made her 11th visit to China. In their talk, both parties suggested that both countries should grab the opportunity of China’ new opening round and strengthen the cooperation in wider fields like economy, trade, technology and automatic drive through scientific innovation, enhancing win-win of the two countries at a higher level.
Located in the south of China, Guangxi positions as the key portal and window for China and ASEAN to develop economic cooperation, and it is adjacent to Guangdong, Hong Kong and Macao in east, connected with the hinterland of the Chinese Mainland in north, and nearby Beibu Gulf, facing ASEAN countries in southwest. Guangxi has netted a stereo-traffic network consisted of seaports, airports, high speed rails and expressways.
Liuzhou, a major industrial center in both the South China and Guangxi, is located in the middle of the Guangxi traffic network. Famous for its manufacturing, it has a long industry development history and a complete industry frame. Liuzhou Mini-truck, Liugong Machinery, Liuzhou Steel and other major representatives for Made in China brands have sold their products overseas. Inspired by the concept "a city famous for industry, culture and habitability", Liuzhou is striving to show a brand-new image.
To undertake the industry transformation / upgrade and accelerate high-quality industrial development, Liuzhou positively launches a new round of opening and construct a better investment and business environment for investors at home and abroad. It has built up Liudong New District featured in innovation and Liubei Ecological New District featured in green development. Based on these two advantageous zones, it plans to build China-Germany (Liuzhou) Industrial Park, introducing high-end manufacturing, smart industries, auto parts and others.
With the planning philosophy "Industry and City Integration, Ecological City and Habitability", the industrial part will be prioritized on the two functions plates, smart manufacturing and new energy automobile.
One Park spanning Two Zones in; Coordinated Development
China-Germany (Liuzhou) Industrial Park, with a total area of 10 square kilometers, spans Liudong New District and Liubei Ecological New District, forming an advantageous pattern "Two zones in a park, Compensatory Industries and Interactive Development".
Highlighted Industries and Aggregated Fields
Liuzhou, one of China's biggest automobile bases, delivered over 2.5 million automobiles in 2017. Liudong New District is the automobile base of Liuzhou. The Zone of the industrial park in this district, following the automobile industry priority of Liudong New District, sets new energy automobile as its dominant industry, and prioritize auto parts manufacturing, high-end equipment manufacturing and new electronic technology and information technology.
Liubei Ecological New District, the first one orientated at ecological building and industry/city integration in Guangxi, stresses on its core values "Ecology and Smartness" and prioritizes smart manufacturing, general aviation and other energy-efficient environmentally-friendly fields. Considering the industrial development characteristics of Liubei Ecological New District, the zone of the industrial park in this district prioritizes the two major fields, smart manufacturing and auto parts manufacturing.
Convenient Traffic and Efficient Service
Liuzhou is striving to be a regional modern logistics junction and the southwest manufacturing logistics hub. The two major zones of the industrial park are next to expressways and arterial roads, and arranged with supporting facilities like large logistics park, LRT and railway yards at their peripheries, providing them with efficient logistics service.
Quality Vocational Schools and Strong Technician Supports
Liuzhou always attaches importance to training of qualified personnel. Over 90,000 students are being cultivated in Guangxi University of Science and Technology, Liuzhou Vocational & Technical College, Liuzhou Railway Vocational Technical College and other schools. Some of these schools have built up joint-training projects with German schools. In recent years, a great deal of workers who went to regions like Guangdong for work return to hometowns. China-Germany (Liuzhou) Industrial Park will be a new employment platform for these returning workers.
Industry and City Integration; Perfect Ancillary Facilities
The industrial areas and the living/service areas are set in a rational way in the industrial park. The production area is divided into blocks with flexible sizes, satisfying the demands of business with various sizes. The production area is planned with ancillary facilities like research centers and machinist training bases, forming a technical innovation integrating research, display, training and communication.
The industrial park is energetically supported with living/service areas, on which living/servicing facilities are planned, such as international-level houses, China-Germany international school, international hospitals, German-style township, integrated services plaza, star hotels and sports places, creating a comfortable ecological residential zone.
Implementing by Stages; Developing with Full Efforts
Following the development mode "the government guiding, the enterprises leading and the market functioning", the industrial park enables the enterprise to give full play to their roles in innovation development, quality management and performance improvement. The construction of the industrial park includes the three phases: in Phase I (2018 ~ 2020), the initiating zone is completed and the park begins to take shape; in Phase II (2020 ~ 2023), the park is perfected gradually; in Phase III (2023 ~ 2025), the park is built up completely, successfully matching with Made in China 2025.
May 28, 2018, Entire-Guangxi High-quality Industry Development Conference was held. CPC and Government of Guangxi Zhuang Autonomous Region proposed that "fully open a new journey of Guangxi high-quality industry development, implement the strategy 'invigorating Guangxi by developing industry', set the industry as the first support to steady growth and a major point on which structural adjustment and transformation are carried out. China-Germany (Liuzhou) Industrial Park will be an important move to implement Made in China 2025, promote high-quality industry development and response the cooperation consensus agreed by the leaders of China and Germany.
China-Germany (Liuzhou) Industrial Park will be a new driving force to support Guangxi's development, a new highland to base Liuzhou’s prosperity, and a demonstration park to enhance China-Germany cooperation in smart manufacturing.
