近期，国际商事争端预防与解决组织（ICDPASO）秘书处与越南工商会（VCCI）、越南国际仲裁中心（VIAC）举行线上双边合作会议。ICDPASO综合事务部主任杨照莹、VCCI国际关系部副总干事张碧玉、国际关系部经理武海燕，VIAC促进与业务发展部主任陈宝玉、国际合作经理范秋香，以及中国贸促会法律部、广西分会法律事务部代表出席。

会上，杨照莹主任介绍了中越经贸合作现状和双边商事法律合作机制并提出双方合作方向：建立常态化法律信息交流机制、深化专家合作和争端解决合作、推动商事争端预防与解决示范条款适用，并与VIAC加强仲裁规则、仲裁实务和调解仲裁衔接交流。

VCCI和VIAC分别介绍了各自工作重点及会员企业在华经营中的法律服务需求，对建立常态化、专业化、可持续的双边商事法律合作机制积极回应。双方围绕法律信息互通、专家资源对接、专题培训、企业法律服务和商事争端预防与解决等交换意见，表示将指定联系人保持日常沟通，进一步梳理和推动具体合作事项落地。

VCCI是越南国家级工商组织；VIAC系VCCI根据政府决定设立的机构仲裁机构，其裁决可在150多个《纽约公约》缔约方得到承认和执行。

ICDPASO Secretariat, VCCI and VIAC Hold Bilateral Commercial Legal Cooperation Liaison Mechanism Meeting

Beijing, September 11, 2026 – The ICDPASO Secretariat, VCCI and VIAC held an online bilateral cooperation meeting. Ms. YANG Zhaoying, Director of the General Affairs Department of ICDPASO; Ms. Truong Thi Bich Ngoc, Deputy Director General of VCCI’s International Relations Department; Ms. Vu Thi Hai Yen, Manager of VCCI’s International Relations Department; Ms. Tran Bao Ngoc, Director of VIAC’s Promotion and Business Development Department; Ms. Pham Thu Huong, Manager of International Cooperation of VIAC; and representatives from the Legal Affairs Department of CCPIT and CCPIT Guangxi Sub-Council attended.

Ms. YANG Zhaoying introduced the current state of China-Vietnam economic and trade cooperation and the bilateral commercial legal cooperation mechanism and proposed some areas of cooperation: regular legal information exchange; deeper expert and dispute resolution cooperation; promoting the application of the Model Clauses for Commercial Dispute Prevention and Settlement, and strengthening exchanges with VIAC on arbitration rules, practice and mediation-arbitration linkage.

VCCI and VIAC outlined their respective work priorities and the legal service needs of member enterprises operating in China, and responded positively to the proposed regular, professional and sustainable bilateral commercial legal cooperation mechanism. The parties exchanged views on legal information sharing, expert resource coordination, thematic training, enterprise legal services, and commercial dispute prevention and resolution. They also agreed to designate focal points for regular working-level communication and to further identify and advance concrete areas of cooperation.

VCCI is Vietnam’s national business organization. VIAC is an institutional arbitration body established by VCCI pursuant to a government decision, and its awards are recognizable and enforceable in more than 150 parties to the New York Convention.
